It fits inside the size limit by starting on it's back, and then at the start of the round the wheels jerk back so that the entire thing falls forward.
It uses a LEGO MindStorms RCX and is programmed in RobotC 2.2.
FastTrack

It uses 2 LEGO RCX Light Sensors and 2 LEGO NXT Light Sensors. I call it FastTrack 'cause it's the fastest LEGO Maze Solver I've ever seen.

Uses a PIC16F628 Microchip controller, Pollolu motors and wheels and 4 Vishay Optical sensors.

In April of 2011 the Boy Scouts of America announced the availability of the Robotics Merit Badge for Scouts interested in Robotics This merit badge requires that the Scout become familiar with various aspects within the robotics field, such as electronics, mechanics, data acquisition (sensors) and software programming, among others.
